Ulla Jackson€ 100 a day ? Easy for the average tourist who enjoys eating out and visiting different places on the island. The minimum wage in Spain is € 44 a day, so one must presume that the average visitor earns more than that !. And do you know how much the government budget is to feed and lodge an illegal/undocumented migrant ?.

Can't figure out what you mean with "including on the property whilst in country"? Who will monitor when the owner is living in the property? In my view all your suggestions are a pie in the sky.

It would seem reasonable to permit stays for as long wanted if there is zero recourse to public funds, zero entitlement to apply for residence outside the normal channels, no breaches of other rules (foreign registered cars, licences etc.) and a requirement to have full private medical insurance and spend a minimum amount (say €100 per person per day?) on all living expenses, including on the property, whilst in-country?
