Catalan and Majorcan education

I recently read an article in the Bulletin re the use of Catalan, and the poor state of education, in Majorcan schools.
As far as I am aware the majority of children speak Spanish in the playground, also the parents I have spoken do not want Catalan. Is it not possible that the poor state of education is due to the use of Catalan instead of Spanish in the classroom?
