Proportional representation?

Dear Sir, MUCH has been written lately in the Bulletin about “All Inclusive Hotels” suggesting how unfair they are to surrounding local business. The implications are that A.I.H. are here to stay, they are a fait accompli in their present form and that is it, take it or leave it. I do not agree. Firstly, the number of A.I.H. should be directly proportional to the size of the resort. Here on Minorca, in the small resort of Cala Blanca, there are three large hotels, one of which is All-Inclusive. The bars, restaurants and shops adjacent to this hotel have been devastated by the loss of business and two places have closed down. Even one A.I.H. is too many for the size of the area. Next, there should be a levy imposed on these hotels and the revenue should be put towards reducing the business taxes for the businesses that suffer loss of trade. Thirdly, there should be regular and strict quality control checks in the All-Inclusive-Hotels to ensure that the drinks and food served are of an acceptable standard. It seems to me that the real problem is that the proprietors of the small businesses that suffer are not in a position of authority to make changes. Those that are in authority do not wish to do anything about it. I wonder why?
