European Union foreign ministers agreed to forward Serbia's application for membership to the EU Commission for further study. An obstacle to membership remains Serbia's failure to arrest the Bosnian Serb general Ratko Mladic who is wanted for war crimes.

East Africa leaders moved a regional summit from Kenya to Ethiopia to enable the Sudanese President al-Bashir to attend. He is wanted by the International Criminal Court to face allegatioins of genocide in Darfur; Kenya is a signatory to the ICC Treaty and would be obliged to arrest al-Bashir.

Iran began loading fuel at its nuclear reactor at Bushehr which has been under construction off-and-on since 1970 and will be operated by Russian engineeers. The reactor is not involved in Iran's difficulties over its nuclear programme said by the West to be producing weapons-quality uranium.

Despite many reports of talks with the Taliban over Afghanistan's future, Britain's Foreign Secretary William Hague said that “we are not remotely at the stage of setting down terms for a political settlement”.
