Lights “No”
Dear Sir,
Anyone who needs lights on cars to see them properly in broad daylight and normal weather conditions should buy glasses or not be driving.
One could even argue that brake lights can be seen better during the  day if no other lights are on. As to the accident rate the UK, where hardly anyone uses their lights during the day, has one of the lowest rates in Europe. The fact that driving with lights on uses 10 to 15% more fuel thereby producing a nice little extra tax revenue is more likely to be the real reason for compulsory use in Sweden!
