Spain's commercial organisations have been warning since the start of the year that there will not be enough Euros to go round if the dates of the winter sales are not altered. Now it appears that winter sales spending boom or not, shops across Europe will run out of change and cash machines out of notes unless plans for the introduction of the Euro on January 1 are improved. Spanish shopkeepers want the winter sales either postponed or brought forward so they do not coincide with the introduction of the single currency and at a meeting in Glasgow this week retailers and consumer firms have forecast chaos because of mismanagement by the European Central Bank.
