THE company that wins the contract for the construction of the Convention Centre in Palma will have to complete it within three years from the contract date. This is one of the conditions for the awarding of the contract laid down by the board of directors of the Convention Centre company.
The construction time is just one of the conditions, approved by the board this month, which are now official having been published in the Balearic Islands Official Gazette (BOIB). The conditions published in the BOIB say that the 110'016'142 euro budget will be for the construction, management and running of the entire complex, i.e. the Convention Centre, the car park, the commercial centre and the hotel. Any construction company interested in tendering for this contract has to deposit, as a provisional guarantee, two percent of the total project budget, according to the rules set out in the BOIB. The deadline for submitting bids for the contract is January 8, giving those interested a month and a half to submit their tenders.
Once all the tenders have been received, the contracts panel will meet to decide which of the bids will prove the most advantageous to the aims of this project. This will be a proposal which is considered profitable from a financial point of view, as the company chosen will not only construct the complex but will also be awarded the contract to manage it for a period of 40 years, which can be extended to 10 more years. Both Palma council and the Balearic Government, the main promotors of this project via the creation of a consortium, have announced their wish that the works start as soon as possible so that the city can have a Convention Centre. The architect who designed the complex is Patxi Mangado (from Navarra), although both the Balearic Government and Palma council have made modifications to his original design. Among the most substantial changes is the increase in size of the five star hotel to guarantee its profitability and better management.
