A former Balearic government official told a judge yesterday that former President Jaume Matas, now in prison on the mainland, had ordered that leading architect Santaiago Calatrava be recruited at a cost of 1.2 million euros to design an opera house in Palma. The official said that there was no public contest and that Calatrava was recruited on the orders of Matas. All public contracts in Spain should go out to public tender or contest.
