The state prosecutor for road safety, Bartolomé Vargas, has sent instruction to local police forces to intensify alcohol and drugs controls of cyclists and users of scooters. In this instruction, he says that police should act with "greater rigour" in immobilising or taking away these vehicles if they are a risk.

If covid does not get you, a scooter will. No vaccination against scooters, not that residents here have much chance in getting vaccinated till the beginning of autumn. Yup, the roll out is going well.
In the U.K. this type of vehicle can only be ridden on the highway if supplied by a rental company so all insurance and other issues are legal. This does not stop illegal use of privately owned scooters by irresponsible people. The rental scooters get misused by young drunks speeding on roads and pavements. Only this weekend a 50yr old visiting my city lost control of a scooter and was killed. Imagine Magaluf in full flight with scooters available it will be carnage if my city with a large student population is anything to go by. Maybe it’s all a cunning plan to provide organ donors seriously powered scooters are dangerous.
