This type of bathing is usually carried out in covert areas at night. But those seen during the day should be reported and arrested. BUT they are in a different country. With an attitude to act like total idiotic exhibitionists.
Palma today has several bare chested male visitors strolling around, there are two hen parties using megaphones to announce their arrival and some feral youths kicking a cardboard box from pillar to post. And it's not yet midday! As Roger Jones says below it was ever thus with Mallorca and the various Tourism Directors over the decades have only themselves to blame for the mass influx of cheap tourists looking for cheap entertainment. Palma has been historically the exception as being a city of culture and high-end outlets but it appears that the tourists are being attracted to the capital by the likes of Zara and C&A and McDonalds. And with Ryan Air making it cheaper to fly here than travel by train from Manchester to Devon the tipping point for the island is just around the corner. The decline and fall of Mallorca is a book waiting to be written. But it doesn't need to be.
This type of tourism is sadly what Spain (and Mallorca) has promoted / encouraged for many many years. Where the overriding mentality is quantity at any cost this is sadly the result... rowing back from this low-standard mentality is increasingly difficult in spite of increased competition.
