For private operators of children's homes in Britain who fail to deliver the intensive and individual care they promise for children with severe behavioural problems. In some cases, revealed at the recent Rochdale sex abuse trial, a home charging the local authority 250'000 pounds a year may have just one young girl as inmate whose habit of staying out all night cannot be controlled. There are many such cases and the matter needs urgent attention by the government -- Mr Gove again.
