T O the Spanish government for once again putting the thorny issue of Gibraltar above the good relations which exist between Britain and Spain. Queen Sofia was urged by the Spanish government not to attend the Jubilee lunch in London for Queen Elizabeth. It is very childish behaviour by the Spanish government. Domestically the decision might have been well received but internationally it has been received as a petty and silly decision.
