A shut-down of the departments of the government of the United States was narrowly averted when Democrat and Republican forces in Congress reached a last minute compromise over Budget cuts. However further disagreements are likely over forthcoming Budget legislation as the balance between reducing the deficit and stimulating growth is fought out again.

In Britain the Lib-Con coalition government yielded to widespread criticism of its reform plans for the National Health Service by announcing a two-months consultation with its main critics, especially those working in the Service. However, doubts remained over whether the consultation was genuine or mainly a public relations gesture.

The presidential election in Haiti resulted in a victory for Michel Martelly, a conservative and pop singer, who obtained a provisional two-thirds of the votes cast, defeating Mirlande Manigat, a former first lady of Haiti.

Judge Richard Goldstone, who led the United Nations inquiry into the Israeli invasion of Gaza, said in an article in the Washington Post that he had changed his mind about the inquiry's criticism of the Israel army's deliberate targetting of civilian Palestinians after receiving new information from the Israeli government.
