...But subdued - for the appearance this week of the former commander of Bosnian Serb forces, Ratko Mladic, at the Hague International Criminal Tribunal for the Former Yugoslavia. He stands accused of crimes against humanity and genocide. The cheers are warranted because his arrest shows that the world now has a proper process, albeit a slow one, for identifying, arresting and trying people accused of atrocities of the worst kind.
