By MONITOR THE 27 members of the European Union approved the text of a Reform Treaty replacing the Constitution rejected by Dutch and German voters in 2005. In Britain pressure intensified for ratification of the Treaty to be submitted to a referendum but prime minister Gordon Brown continued to insist that parliamentary approval would be more appropriate.

US Secretary of State Condoleezza Rice visited Israel, the Palestinian West Bank and other Middle East countries to gain support for a Conference in
November to reach agreement on progress towards a two-state solution for Israel and the Palestinians.
Benazir Bhutto, former prime minister of Pakistan, returned after eight years of exile but an attempt to assassinate her was made within hours of her arrival; members of her staff were killed and wounded as were hundreds in the crowds assembled to welcome her back.
