The United Nations Conference on Climate Change in Bali narrowly avoided a breakdown when the United States reversed its hard-line positions on several issues and agreed to join a consensus on the framework for future negotiations.
In Lisbon European leaders formally signed the EU Reform Treaty which has to be ratified by all 27 member states. Britain's premier Gordon Brown was criticised for arriving late and signing the Treaty separately.
The first EU/African Union meeting for seven years achieved little of substance; President Mugabe of Zimbabwe was openly criticised for his policies by four EU leaders.
