Palma.—The Balearic Health Service (Ib-Salut) has presented unions with a plan which will chiefly affect the reorganisation of Human Resources of the Joan March, the Psychiatric and General hospitals in Palma. If the plan is approved, it will mean a saving of 3.9 million euros, said health service chiefs yesterday.

The Workers Commission (CCOO) has said in a statement that it considers it “unacceptable” to start negotiations with Ib-Salut speaking of reorganisation of personnel and job losses “when there is no talk of saving in other areas of the budget, or prioritising more efficient management.” The union has insisted to the Balearic government that as a basis for any future negotiation, it must accept responsibility through its Health ministry for Ib-Salut's fixed salaries and other extra payments.

The CCOO also says that the government needs to set out a plan of precisely what staff and facilities are required and the amount of money needed to finance services in the case of all three hospitals. Further, the union wants studies made of how savings could be made in the use of alternative pharmaceutical products at the hospitals.

Major savings
The union is suggesting that the Balearic government should be making some major savings by pooling pharmaceutical dispensing resources.
The union wants a breakdown of personnel costs at other hospitals run by public management company “Gesma”, and how daily operational costs are split up into main contracts and sub contracts, along with details of out-patient services and the cost of beds according to individual hospitals. As a conclusion to its statement issued yesterday, the Workers Commission said that it is working intensely to make sure that no pùblic money is going to waste so that no jobs are lost unnecessarily.

Health unions had launched mass protests earlier this year when the Balearic government had announced its plans for the closure of the Joan March and General hospitals in Palma.
