Palma.—Riera settled into the Spanish embassy in the Libyan capital Tripoli last Monday to fill a post which had remained vacant since civil war broke out in the North African country in March this year.

The embassy staff had to move to the city of Bengasi in the east of Libya and since May, they have been acting as Spanish representatives in dealings with the National Transition Council set up in opposition to Libyan dictator Colonel Muammar Gaddafi. But in June, Spain's Foreign Minister decided to recall the previous Ambassador as a confirming signal of cutting off relations with Gadaffi.

With the Transitional Council having gained the upper hand and been recognised internationally, the Spanish government made an official request at the start of this month for Riera to take up the full-time post of Ambassador back in Tripoli.

Riera has a degree in Law and began his career in the diplomatic service in 1979. He has been Ambassador in Equatorial Guinea (2001-2003), Serbia and Montenegro (2005-2008) and a Special Envoy in Mediterranean Affairs.
