THE Parc Bit (technology park) is to act as a pilot scheme in a new, nation-wide approach to tourism. The Balearic Minister for Tourism, Joan Flaquer, announced yesterday that an agreement had been reached with the Ministry of Science and Technology. Flaquer was addressing Parliament on the policies that will form the bedrock of his department's programme during the current term of office. He announced the pioneering creation of an “Entorno 21” emblem which will be awarded to spots in the Balearics that offer quality service to visitors. The Ministry of Tourism will create a new department, entitled the Institute of Tourist Strategy (Inestur), to plan future investments in this sector.
Flaquer pointed to his ministry's improved relations with the Balearic hotel and tourist sectors and anticipated that the budget for the next year will incorporate a “notable” increase in funds for promotion. He commented that three working committees have been set up which will focus on the national market, emerging trends and preferences, and the already-established classic markets. At the same time, Flaquer said the Winter in Majorca programme would be continued, and there would be further efforts to encourage an all-year-round holiday season. As part of the drive to encourage alternative tourism, Flaquer said that sporting events and specialised conferences will be given priority. He is equally keen to improve the participation of his ministry in trade fairs and exhibitions. The Tourist department will firm up investment plans destined to improve tourist areas and will co-ordinate a programme with the Environment department to strengthen coastal clean-ups. Some 2.5 million euros has been allocated for this purpose. The Minister disclosed the fact that the Balearic government, through a Foundation entitled Sustainability in the Balearic Islands, will bring together private business and government funds to finance conservation of the environment. He gave assurances that his department will devise a framework for the control of tourist holiday homes with a view to “filling the gap” currently evident in this market, and stipulated that he would clamp down on establishments which were not conforming to legal guidelines. He specified that during the present government's term of office, his department will focus on the improvement of the tourist product; the environment; training staff to accommodate visitors' requirements; innovation in the type of tourist activity available; and promotion.
