Palma City Council is apparently going to buy the abandoned Gesa building, which has become an eyesore on Palma’s sea front, the property is estimated to be worth 25 million euros.

Stan were at the Failing that part of your idea and have been for quite some time !
Perhaps one of the extremely rich Hotel Groups could buy it. Completely refurbish the building. To make it an Hotel. Failing that, blow it up. Then completely rebuild a new Hotel on the land.
Well Peter all I can say is welcome to Mallorca the Laws are so unclear that everything is left up to some people who live in an undisclosed location who you will never be able to contact , there are so many examples of this all over it wears you down that Building needs to be taken down but it like so many other’s will still be there that you can be sure of !
Suggest covering the building in the meantime with colourful tarpaulin then offer big brands ad space around it to raise cash to refurb the building.
How long does this have to drag on for. Surely the original owners are responsible either for it's upkeep or destruction. Why the hell does the Gov have to buy it and pay for it's upkeep and repair. It is an eyesore and needs removing. It's bad enough have the unused - concrete - convention centre on the way into Palma let alone that awful Gesa building.
